AWA: RA Solution Tabs are missing for non-admin users

Issue/Introduction

After upgrading to Automation Engine/Automic Web Interface 12.1+, non-admin users are unable to see RA-solution tabs on job and connection objects. Admin users can see the tabs, and non-admin users can view the tabs in the Java UI.
