VIM4369 Not Allowed to check out to a model list

Issue/Introduction

A user (Application Developer) checked out an object to a Model List. Then, at a later date, tried to check out to this same model list and received the message:  VIM4369 - Not Allowed to check out to list XXXXX.

Environment

CA 2E 8.7 and higher

Resolution

This problem is related to the Implementer/Change Management product and the MSGID received is an Implementer message. 
Based on this message ID (VIM4369), perform the following:
- Go into option 41 for the user who is unable to check out.
- Input a 15 in front on the user.
- Find the environment that the user was getting the error, enter a 7 and then select F19.
