Unable to establish Xmanager connection verify PARMLIB(SETUPxx) XMANID parm and the started task

Issue/Introduction

Executing the Database Management for Db2 for z/OS Post Install Compare Db2 Objects Installation task,
ssid0000, the job fails with return code 36 in the COMPRT step and issues the following message:

Unable to establish XMANAGER connection.  Verify PARMLIB(SETUPxx) XMANID parm and the started task.

Cause

The STEPLIB concatenation is not APF authorized.

Resolution

APF authorization is required to execute the Post Installation and customization tasks.
