SRM has not finished starting - Parameter 'directory' is not a directory

Issue/Introduction
The Spectrum Report Manager has not finished starting message error.
The following error is found in the Tomcat's log file (stdout.log or catalina.out file)

Caused by: java.lang.IllegalArgumentException: Parameter 'directory' is not a directory

Environment
CA Spectrum 10.x
Cause
The $SPECROOT/custom/repmgr/ directory was removed.
Resolution
Copied back the $SPECROOT/custom/repmgr/ directory and bounce the Tomcat service.
