Does AXIVP01 job execution give any value when working and testing on CA7 and CA11.

Testing CA7 and CA11 jobs and restarting them is just enough to test Datacom/AD.
By doing that you are testing Datacom underneath as well.
AXIVPxx jobs are just to verify the Datacom installation.
AXIVP01 job is one verification job to test if the CA Datacom/AD 15.0 environment has been successfully installed.
AXIVP01 executes under SQL some basic requests against some Dynamic System Tables.

So, the differences you see are normal.
The first AXIVP01 must have been executed just after installation/upgrade.
The second AXIVP01 you recently executed, will show different values as it goes depending on other activities around the Multi-User.
These tables changes continuously depending on what is going on in the Multi-User and the actions that a DBA may have taken. AXIVP01 is useful after applying new CA Datacom/AD 15.0 maintenance, to verify that SQL is still working as it should and produce no error message.
