Can't access the target server by TELNET with port 23

Issue/Introduction

I tried to access by the TELNET with port23 by using the TeraTerm. The TeraTerm path settings is the same as SSH. Although the SSH access is succeeded but the access is hang. What should I do?

Resolution

Try to set the configuration of the TCP/UDP Service. It is not the PAM side reason but the parameter of the TeraTerm side.

　Port: 23:* 
　Application protocol : TELNET 
　Client application: "C:\Program Files (x86)\teraterm\ttermpro.exe" telnet://<Local IP>:<First Port> /T=1
