How do you specify mixed cases to be used with the passphrase for CA 7?

Resolution

In the CA 7 Init File, specify keyword MIXPW= with a YES within the Security Statement. 

[,MIXPW={NO|YES}]  on the SECURITY statement in init file (must be YES)
