Can't use the SCP by the TeraTerm to use the file transfer.

Issue/Introduction

I use the TeraTerm. I am trying to transfer the file by the File menu >> SSH SCP on the TeraTerm, the below message appears and can't transfer the file. 

　SSH2_MSG_CHANNEL_OPEN_FAILURE was received. 
　channel [1]: reason: administratively prohibited(1) message: clone-session was disabled. 

Environment

CA Privileged Access Manager (PAM) r3.x

Resolution

The "SSH SCP" function on the TeraTerm is not supported.
