UUJMA CCI reconnection problems when several MainFrames are down

Issue/Introduction
Following a level set upgrade on our MainFrames, we had various CCI disconnect issues with UUJMA and over 50 jobs were outstanding with a status of 7UWT.
CCI becomes unresponsive when multiple machines in its configuration file becomes unreachable.

Environment
Several MainFrame machines running CA-7 connected to multiple UUJMA servers on Linux, Aix and Solaris 10 machines

Cause
CCI makes connection attempt against inactive machines once every 90 seconds.
A timeout from an offline machine may take anywhere between 15 to 30 seconds based on the
settings.
CCI being a single threaded application, these connection attempts are serial.
A handful of offline machines take more than 90 seconds in total to process.
Thus, CCI remains stuck awaiting connections from offline machines and responds to requests only once every few
minutes.
