Certification campaign tasks don't appear in Identity Portal

Issue/Introduction

We are running both CA Identity Governance and Identity Portal.  We have configured the CA IG conenctor in Identity Portal and also have updated the universe details to include our IG universe. 
Whenever a campaign is created in IG, we can see it in IG, but we cannot see the same campaign in IP.

Resolution

When IP starts, it tries to cache all the active campaigns for users, but if IG is not up at that time, it builds an empty cache.  Therefore you need to make sure that IP is started after IG.  When started in this order, the campaigns will be visible.
