Visual DBA SQL window does not open

Issue/Introduction

After booting Visual DBA and successfully connecting to the database, an attempt to open an SQL window fails. There is no error. It just doesn't open.

Release: Before r18.1 (of Visual DBA).
Component: Visual DBA.

Cause

Bug related to Windows Language and Region specification.

Resolution

The r18.1 build of Visual DBA.
