Reason:
CA Top Secret was unable to satisfy a RACROUTE request due to errors in parameters passed on those RACROUTE or improper installation setup.
Action:
Check the DRC in the message text. If the DRC is:
030 A parameter list error.
035 You need to correct/update the Facility Matrix entry for this facility.
036 The issuer of the RACROUTE request has passed an invalid ACEE to TSS
