Why do I receive SQLCODE -924 when rerunning a Cobol DB2 program with InterTest in foreground?
If we go back to panel IBCHDB20, we can rerun the program without any problem.

Resolution

This is working as designed. 
There is a note as follows in chapter "Test IBM DB2 Applications": 
"Note: This procedure does not let you end the program and return to the Execution Control panel to retest the same program. You must exit the application and rerun the CLIST (Step 1). ..."
