Sharing the ACF2 database and Cleanup Tracking File with multiple LPARs on a Plex.

Should the CA Cleanup for ACF2 started task be running on each LPAR on that Plex?

Yes, you need to run the Cleanup started task on each of the LPARS within the Plex in order to track LID and resources access.
