10.2.3 and 10.3 SpectroSERVER hangs causing OC client performance problems

Issue/Introduction

After installing either 10.2.3 or 10.3 the OneClick client is sluggish and may disconnect from the SpectroSREVER.  When reviewing stacks of the SpectroSERVER process the following is seen in regards to CORBA processing alarm filters:

Cause

There was a problem with the way Spectrum was processing alarms through alarm filters.

Resolution

This is tentatively scheduled to be resolved in 10.3.1 and above once 10.3.1 is released.

For 10.3, this is fixed in Spectrum_10.03.00.D04a and Spectrum_10.03.00.BMP_10.3.001
For 10.2.3 this is fixed in Spectrum_10.02.03.D450.
