RC 44(001) running DBUTLTY in a Datacom z/VSE externally secured MUF

Issue/Introduction

External security got successfully activated in the Datacom Multi-User but running a batch Datacom utility like DBUTLTY fails with Datacom RC 44(001).

Environment

z/VSE  
DB 12.0 (valid for older versions too)

Cause

VSE was not IPLed with SEC=YES

Resolution

IPL the VSE with SYS SEC=YES 

Additional Information

IPLing the VSE with SYS SEC=YES is required to activate security even when using an External Security package. 

All libraries/sublibraries from the standard LIBDEF Search in the IPL procedure need to be defined in DTSECTAB (VSE).
