The error seen in the sap_properties_manager.log

Are typically due to inconsistent case sensitivity when referencing the SAP instance name.
Example:
The properties file is lower case qhf.properties but it is specified in UPPER CASE in the job definition.

Additionally confirm the case sensitivity of the owner field matches what was entered into autosys_secure.
