TSS Temporary Shutdown failure

Issue/Introduction
Unable to do a TSS temporary shutdown on our sys123 lpar. The temporary shutdown is not working with the new passphrase criteria. Upper/Lower case at least one number and special character @, #, $.
Receiving the following errors:
TSS7100E 009 J=TSS A=ABC T=CONS-001 F=STC - Incorrect Password Phrase
TSS7101E Password Phrase is Incorrect
TSS9081E OPERATOR AUTHENTICATION FAILED
TSS9078I MODIFY OPTION IGNORED
Receiving the following errors:

TSS9081E OPERATOR AUTHENTICATION FAILED

Resolution
When you shutdown TSS and are using a phrase, then the userid and the phrase need to be with in quotes for example:
R ##,'SEC19/the_sec19_password_phrase#'
R ##,'SEC19/the_sec19_password_phrase#'
