Seeing the error Failed to load recording in DevTest Portal

Issue/Introduction

When loading the VSE or starting a new VS recording in DevTest Portal, seeing the following error: "Failed to load recording".

Environment

All supported DevTest releases.

Cause

N/A

Resolution

Below is a workaround for this issue:
. Stop the VSE service.
. Rename the VSE_2013 folder under $DEVTEST_HOME/vseRecording.
. Rename the VSE_2013 folder under $DEVTEST_HOME/ vsBuilderSessions.
. Restart the VSE service.

Once the VSE is restarted, new VSE_2013 folders will be created.

Not sure what the root cause is of this problem.
