DUAS: Alerting rules applied to a node view with tags are not deployed

Issue/Introduction
When creating a Node View based on a Tag, if you have an Alerting Rule based on this Node View, and you add the Tag to a Node, this node will not receive automatically the Alerting Rule.
In universe.log you will get this kind of trace that shows that the alert was not pushed to the node:

Environment
UVMS Server 6.x.xx
Cause
In UVMS, the check to identify if a Node with a Tag belonged to a Node View was incorrect, that is the reason why the Alert was not sent automatically to the Node.
Resolution
Workaround:launching a full sync fixes the issue
Solution: Upgrade UVMS to version 6.9.41 or superior ( available since 2nd October 2018).
