Default Alarm Title not seen in Spectrum AlarmNotifier

Component: SPCAEM

Resolution

In the .alarmrc used when starting this AlarmNotifier instance, change 

GET_PROBABLE_CAUSES=false 

to 

GET_PROBABLE_CAUSES=true 

Then restart the AlarmNotifier process.
