In the Config >> Licensing, there is the below license.

  Azure Capability: Enabled. 

1. What is the difference feature between the Azure Capability: Disable and Enable. 
2. When the Azure Capability: Disabled is set, what impact will occur to the PAM.

CA Privileged Access Manager r3.x

Resolution

The "Azure Capability" license is about the integration with the Azure. If it is disable, something the DocOps explains will not be available.
Even if the "Azure Capability" license is disable, the PAM on Azure can be deployed. They are not related to each other.
