$SECURITY defines the resource names that a client would use in their external security package to control sensitive PDSMAN functions (which are enumerated in the $$SECUR member of the CPDSTXT target library).The doc doesn't call $ACCESS and $UPDATE MODE= setting 'native' security, but it is defined within PDSMAN.
