Can not open Endevor from steplib - S0C4 abend in EXIT7

Issue/Introduction
We have removed the previous version's datasets from linklist and tried to open the new version's QE and Endevor panel from logon procedure STEPLIB. We are getting a S0C4 abend in EXIT7.
How can we solve this problem?
Resolution
Verify that the C1EXITS Load library have been added to the STEPLIB in the logon procedure.
