Can not open QETEST and NDVRTEST from steplib

Issue/Introduction
We have removed V18R0 datasets from linklist and tried to open V18R12 QE and Endevor panel from logon procedure STEPLIB. We are getting a S0C4 abend in EXIT7

Verify that the C1EXITS Load library has been added to the STEPLIB in the logon procedure.
