Does the BrokerService & VirtualServiceEnvironmentService need to be running for DevTest to function properly?

Environment

All supported DevTest releases.

Cause

N/A

Resolution

You do not need the Broker if you are not running agents.

You do not need to run the VSE if you are not needing to create virtual services.

DevTest will run fine without either.
