Interface with Cisco speed cert does not work with all interfaces

Issue/Introduction

To get the Interface with Cisco speed cert to work we had to apply a priority grouping in the past. It has since come to light that this is causing us to have double the amount of interfaces and is overloading the system.

Resolution

1. Reverse the Priority Grouping performed prior

2. Change the Vendor Certification Priority for the Interface Metric Family so that the Interface with Cisco Speed vendor certification is above the Interface and High Speed Interface vendor certifications.

3. Run the remove_not_present_items.sh to remove traces of the additional components that are now Not Present
