Do the changes introduced with PTF SO04718 impact RC/Migrator?

There are a number of steps to perform as noted in the Holddata for the PTF. Do these steps need to be performed if RC/Merger is not used?

The changes introduced with PTF SO04718 only impact RC/Merger users. RC/Migrator is not impacted by these changes and so the Holddata is only relevant to environments where RC/Merger is used.
