Environment

CA Spectrum 10.3

Cause

After the Spectrum MySQL server service is restarted, cannot access the MySQL server.

> ./mysql -uroot -proot
ERROR 2003 (HY000): Can't connect to MySQL server on 'localhost' (10061)
OC+SRM_hostname%/e/Spectrum/mysql/bin

MySQL was configured to bind to a specific IP address.

Resolution

Comment out the bind-address parameter in my-spectrum.cnf file and bounced the MySQL server service.
Perform the upgrade again.
