Customer gets English error message at fail to login on CA PIM Enterprise Management Console in Japanese Environment.
Reproduced steps are following: 1. Open ENTM console via IE. 2. login as non-exisiting user Expected Results: Japanese error message appears display Japanese login screen. "エラー: ユーザ名とパスワードがマッチしません。" Actual Results: English error message appears display English login screen. "Error: Username and password do not match. " 3. login as existing user. 4. logout and open login screen again. 5. login as non-existing user. In this steps, error message and login screen are Japanese.

Internet Explorer's version: Version: 11.447.14393.0 Update Version: 11.0.37(KB3197655)
customer should update IE via Windows Update as latest version.
When customer update with following version, the problem is solved.
