Provisioning Server Install Fails

Issue/Introduction

Attempting to install the Provisioning Server fails due to an error installing CA Enterprise Common Services and the install log shows the following error:

Environment

Windows 2012

Resolution

The Windows Modules Installer (TrustedInstaller) service was set to disabled. This was changed to either Manual or Automatic and the machine was restarted after which the install completed successfully.
