Tooltip Text Prevents Text Field Entry in form

Issue/Introduction

We have tooltip help text for a text field which is preventing text entry into the field. As soon as the cursor is over the field the input box is blocked by the text and the user cannot enter text. The tooltip text is 270 characters in length.

Environment

Service Catalog 17.1 , Service Catalog 17.1 with rollup1 patch applied
