What is the difference between FIND vs. SCAN commands?

Using the SCAN REALVOLS will scan the VTOCs for every online volume, or those specified on the SELECT, to locate the data sets to be processed.  

The FIND command does not scan the VTOCs, but instead issues a superlocate for the dataset name or pattern specified on the statement.  The FIND command will improve the performance of CA Disk, especially when only few or small subsets of data sets are to be processed.
