Resolution
Check the log files in the spool directory.
If messages like the following are seen, "cybspawn: unable to obtain the message queue ID. errno:13 Reason:Permission denied", check directory permissions from the top level down into the agent's directory.
Permissions of 755 are needed at all levels.
