Error: Could not load the avatar image

Issue/Introduction

When user selects New User Experience link, user gets "Error: Could not load the avatar image". Why?

Cause

A refresh from a production system into a non-production system without migrating the filestore.

Resolution

Copy the filestore when refreshing non-production environments.
