Cannot create resource associated with a User Name

Issue/Introduction

-Go to Home>>Resources
-Add Resource

Receiving error 'Resource ID 'XXXXX' is already associated with a User Name for another user. 

Environment

All supported PPM versions

Cause

There is a User in the Administration>>Resources  that has the same User Name that is trying to be used for the Resource ID

Resolution

You will have to use a new Resource ID
