SE37-08 when we have extend SG and VAM (CA-Allocate)

Issue/Introduction
We got abend SE37-08 however we have EXTENDED SG as SPILL which was all free.

The E37 abends could have been a result of needing fixes for that abend,
as well as the lack of PTFs needed for z/OS 2.2 compatibility.
