Attachments not being loaded after Saving DevTest Test Case

Issue/Introduction

When creating a test case using DevTest Workstation the "Read File" test step is not saving or appending the attachment to the test case. After saving and reopening the test case the "Read File" test step and attachment appear but the attachment must be reloaded.

Steps to Reproduce:
******************************
1.  Have a test case with a Read file step and a Web Service Execution (XML) step.
2.  The File is saved in a property called {{attachment}}.
3.  This is sent as an XOP attachment for a Web Services request.
4.  Close test case open it back up.
5.  Open Web Services step and click PRO
6.  Attachment must be reloaded.

Cause

Referenced attachments are referenced in the SOAP message. Since the Attachment in the Web Services step is a property, it is not set yet when a PRO is done on the Web Services step.

Resolution

Executing in ITR there is no issue. Working as designed.
