Is it possible to run Vantage with z/OS 2.3 without PTF RO94154?

As per z/OS Compatibility Matrix PTF RO94154 is required for z/OS 2.2 and 2.3. However, I am currently running z/OS 2.2 without this PTF without any problem and would like to upgrade to 2.3. Do I have to install this PTF before upgrading to z/OS 2.3?
This PTF is required for symbolic names and/or values longer than 8 characters, which was introduced with z/OS 2.2. As long as the new symbolic format is not used, the PTF does not need to be installed.
Please note the following from the description of the PTF:
This sysmod supports the new limits for SYMDEFS on z/OS 2.2 as follows:
- Symbolic name length limit is 16 characters (including '&' and '.' 18 characters) - If the symbolic name ends with '_', the value length limit is 44 characters. - If the symbolic name does not end with '_', the value length limit is 16 characters.
