Selected Index not working in the form designer

Issue/Introduction

The 'Selected Index' setting is not working in the form(designer). 
Define a drop-down on a form with setting the 'selected index' to 0. 
Expecting that when the form loads the drop-down will automatically have the first value selected. 
This is not working as expected in 17.1 where it does in 12.9.

Resolution

Defect DE43401 has been created for this. To be worked on by our Engineering Team.
Depending on the results of the analysis, the solution for this is possibly to be expected as a patch or fix or a future release.
In other words, there is no permanent solution at this time.

Disabled=false
Eager=true
Hidden=false
Required=true
Selected Index=1, which should show the 'delete'(2nd) option when the select opens.
