Issue/Introduction

'ETC for Labor Resources', 'EAC for Labor Resources' and 'Actuals for Labor Resources' do not display correct values in Project List when the Default Display Unit for Work Effort is set to Days, they show the units set to Hours.
This would also apply when these are used in a Time-Scaled Value field.

Steps to Reproduce
  1. Go to Administration > Project Management > Settings, confirm that the "Default Display Unit for Work Effort" is set to Hours
  2. Go to Home > Projects
  3. Add the following attribute: ETC for Labor Resources (same steps to reproduce are valid for "EAC for Labor Resources" or "Actuals for Labor Resources")
  4. Note values for ETC for Labor Resources
  5. Go to Administration > Project Management > Settings, set "Default Display Unit for Work Effort" to Days
  6. Go to Home > Projects, compare values with older values
Expected Results: Values for ETC for Labor Resources are shown in Days
Actual Results: Values for ETC for Labor Resources are still shown in Hours

Environment

Release:
Component: PPMSTU

Cause

The object list views were not designed to use the Project Management Work Effort Unit of Measure setting.
There are other places within the application that can be configured to display these aggregated values at the project level for comparisons between projects.

Resolution

The following system portlets can be configured to display these values in hours, days or FTE:
Home, Resource Planning, Organizational Demand, OBS Investment Aggregation > drill into the OBS Investment portlet (System Provider = Aggregation Investment List)
Main Portlet Name = OBS Investment Aggregation
Portlet ID = projmgr.OBSInvestmentAggregation
Then drill down into the OBS to get the list of investments shared by the OBS.
