First verify that the ARCHVOL is correctly cataloged and is not a multi-volume. Run a LISTD and LISTV to verify this point first. Then run an ARCHDUMP report which should show that for the data set all the blocks appear to be there and in order. If not, the data is lost.

Then this data set can be rebuilt into a Files data set, see this link: https://docops.ca.com/ca-disk-backup-and-restore/12-5/en/using/files-maintenance/archive-index-rebuild-utility Then the data set can be restored and needs to be validated by you.
We cannot guarantee all the data is there as the EOF record is missing but as we will add the EOF with the COPY ALL probably the data will be good and usable.
