Why does DCMT D DIST RM after upgrade to 19.0 display message "Distributed Resource manager Not Found"?

After the Upgrade the journals for the upgraded CV are formatted.
Issuing DCMT D DIST RM immediately after startup but prior to any distributed transactions being executed using remote Node processing there will be no Distributed transactions to display.
User will see message text
"distributed resource manager not found. "
Once any transactions that make use of remote Node processing are executed, the DCMT D DIST RM will display them and this message text will no longer be displayed.
