Error 1723 installer package dll could not be run

Issue/Introduction

The following error is seen while installing the SCM client, Workbench, on a new server. 

"Error 1723. There is a problems with this Windows Installer package. A DLL required for this install to complete could not be run. Contact your support personnel or package vendor"

Release: 13.x, 14.x

Solution:
Follow these steps:
Install Microsoft Visual C++ 2013 Redistributable (x86) on the Windows system as a pre-requisite.
After successful installation of the same, proceed to install the required harvest components.
