Issue/Introduction
Various symptoms may be occurring when USS security for /tmp is not defined correctly.
Netmaster is having USS problems, but issuing SELFTEST shows all is well.
Attempt at issuing $$SYSPRO NMIPDIAG hangs
onetstat or other USS commands hang.
No reliable diagnostic commands are available.

Resolution
Apply PTFs SO04852 and SO04853 to prevent the hang situation.
This also changes the SELFTEST command to issue $$SYSPRO NMIPDIAG under the covers as well as some additional cleanup.
