MUX notifications not showing

Issue/Introduction

In the Modern User Experience (Modern UX) - 

• The resource manager sends a notification to a resource for a timesheet or to the project manager about a task
• The notifications appear within the Organizer view of the classic PPM UI
• The Notifications DO NOT appear in the resource's New UX notifications window (the bell icon).

Is there an action that must be taken to get these notifications to work in MUX?

Actions that send notification via the Notification Bell

• When a user is mentioned in a conversation
• When a file download is complete
