WPs do not start - U00011850 Record 'LSSYNCED' not found in table MQLS or does not match the Server version

Issue/Introduction

The Automation Engine is not starting after an upgrade.
The Worker Processes (WP) are ending abnormally due too the error:
 

U0001850 Record 'LSSYNCED' not found in table MQLS or does not match the Server version.
Server will be terminated abnormally. Please start in cold mode

Cold Start does not help.

Environment

Release: 12.3
Component: AUTOMIC AUTOMATION

Cause

WP crash when no LSSYNCED record could be found in MQLS

Resolution

- truncate table MQLS
- Cold start the Automation Engine
