Clarity: Error when converting idea to project

Issue/Introduction

Upon converting an idea to a project, the following error is received:
"Department Cannot be changed to a different entity after financial plans have been created"

Cause

Departments need to be associated with Locations.

Resolution

Proceed to associate departments to locations.
