The Virtual Appliance dashboard is a central location for managing the deployment and configure the various applications in the appliance.
It is a web application by itself running on top of Apache httpd.

Virtual Appliance 14.1 onward
Resolution
The dashboard service sometime takes time to load.
Often, the user is trying to access the URL before the Virtual Appliance has started fully.
This is causing the perception the dashboard is not loading when in fact it just needs a little more time.
