CA PPM: Link to project document in other Browser takes you to the PPM version 12.x login screen

Issue/Introduction

Summary:
When you copy a link to a document in the Collaboration tab and then past it in another browser you are taken to the PPM version 12.x login screen or sometime you are taken to a blank login screen.

Steps to Reproduce:

1. Log into PPM.
PPM version 15.x Login screen:

1. Open any Project
2. Go to the Collaboration Tab
3. Add a document or use one already there, it doesn't matter. Right-click and Copy Link
4. Paste the link in another browser

 
Expected Result: 
You should be taken to the PPM version 15.x login screen

Actual Result: 
You are taken to the PPM version 12.x login screen.
