Resolution
The Abend S683 description points to a problem with APF authorization.
The items to check that XCOM is correctly set up to run APF are:
The loadlib needs to be APF, except if it's in linklist and the linklist is APF by default in the system.
If not from linklist, the whole library chain (STEPLIB or ISPLLIB) needs to be APF
If using ISPLLIB, remember that it cannot be dynamic (ISPEXEC LIBDEF ISPLLIB...). ISPF will use whatever ISPLLIB is allocated at the time ISPF is started.
Program XCOMJOB needs to be in the TSO authorized program table (AUTHPGM and AUTHTSF tables of IKJTSOnn member in SYS1.PARMLIB).
